Prison and prison reform are critical and urgent. With significant costs to the state, communities, families, and people, about one-third of the world's jail population is still in pre-trial custody. Most nations in the world have overcrowded prisons. There is a serious worldwide health, security, and human rights problem. Unlivable circumstances and poor jail health are caused by budget, resource, and capacity limits.
